Home builders in Apollo Bay

A builder’s licence is permission to trade. It is not a solvency test. 2,361 construction companies entered external administration last financial year, more than any other industry in the country — and no regulator checks whether the one quoting your Apollo Bay job can still pay its framer on Friday. We run the Four-Point Builder Check™: licence with Building and Plumbing Commission, insurance sighted, still trading, and genuinely working in Apollo Bay. Then one name and the reasoning behind it — or a straight no.

Coastal — the kind of build this page is about. A drawing, not a photograph of a house in Apollo Bay.

What building in Apollo Bay actually involves

Apollo Bay maps a Public Acquisition Overlay — PO2. It is the Victorian instrument for land a public authority intends to buy, and the single most useful thing about it is that the schedule names the authority. Where a PO applies, you can find out who wants the land and for what purpose, which is more than most constraints will tell you.

What the overlay does, and what the schedule adds

Land under a Public Acquisition Overlay is reserved for a future public purpose — a road, a drainage function, open space, a utility. A permit is generally required for buildings and works, and the acquiring authority is a referral or notice party, so a proposal inconsistent with the intended purpose is unlikely to succeed. That much is common to acquisition reservations anywhere. What Victoria adds is the schedule: PO2 identifies the authority, and the authority is the party who can tell you the timeframe, whether the land is still wanted, and whether acquisition is programmed or indefinite. Ask them directly rather than asking the council to speak for them.

Why this is worth doing before an offer

Because the answer is binary for the parcel it touches and irrelevant for every other parcel. On a locality of 86.91 km² the odds any given block is affected are small, but the consequence of being the one is total, and nothing about the land will look different. It is a mapped search, it takes minutes, and it belongs with the contract rather than with the design.

Twenty Heritage Overlay schedules

HO12 through HO18 and others intersect the locality — a substantial load for a coastal town, and heavier than Aireys Inlet's four or Bells Beach's three. A Heritage Overlay controls demolition as well as new work, so on a block one reaches, whether the existing building can come down is settled before what replaces it. With twenty schedules mapped, a heritage search here is not a formality.

Three residential zones, including the most restrictive one

General Residential Schedule 1, Low Density Residential and Neighbourhood Residential Schedule 1 are all mapped. NRZ1 is Victoria's most restrictive residential zone: the planning intention is limited change and the maximum height is generally mandatory rather than discretionary, which means there is no merit argument to run against it. A block in NRZ1 and a block in GRZ1 a few streets away are different propositions, and nothing in the streetscape marks the boundary.

Apollo Bay is in Colac Otway Shire

Not Surf Coast Shire, which covers Torquay, Jan Juc, Anglesea, Aireys Inlet and Bells Beach. Different planning scheme, different schedules, different officers. In Victoria the overlay names are statewide while the schedules attached to them are written locally, so a DDO schedule in Colac Otway is a different document from a DDO schedule up the coast — and a builder who works the Surf Coast constantly may have lodged very little here.

The rest of the picture

Four Design and Development schedules, two Development Plan schedules, two Vegetation Protection schedules, two Significant Landscape schedules, two Environmental Significance schedules, a Land Subject to Inundation schedule, an Erosion Management Overlay and a Bushfire Management Overlay are mapped. The Development Plan schedules are the ones that affect when you can build rather than what — our Torquay page sets out why that matters. The Erosion Management Overlay triggers a geotechnical investigation where it applies, as our Frankston South page describes.

What to establish on an Apollo Bay block

Whether the Public Acquisition Overlay reaches the parcel, and if it does, which authority the schedule names — then ask that authority about timing. Then the zone, because NRZ1 carries a mandatory height and GRZ1 does not. Then the heritage position, with twenty schedules in play. Then whether a Development Plan Overlay applies, since it governs timing. Then confirm your builder has lodged in Colac Otway.

The mechanism

The Four-Point Builder Check™

Every one of them is something you could do yourself. What we sell is that it has been done, dated and published — and repeated on a schedule, because a check that happened once is worth nothing.

  • 01 · Licence

Looked up on Building and Plumbing Commission's own public register — number, class and status, with the date we looked recorded.

  • 02 · Insurance

Public liability plus whatever warranty or indemnity cover VIC requires. Sighted by us, not self-declared on a form.

  • 03 · Still trading

Solvency re-checked on a schedule. A licence stays current right up until the day a company fails.

  • 04 · Works in Apollo Bay

Confirmed with the builder against the suburbs they genuinely service — not a radius drawn on a map.

How this works

  1. 01
    Tell us about the build

    Seven questions, about three minutes.

  2. 02
We match it against Apollo Bay

Against the 3 residential zones mapped here, 10 overlay families, bushfire-prone land, 20 heritage records — and against which builders hold the right licence class for it, have done it before, and actually work under Colac Otway.

  3. 03
    One recommendation, with the reasoning

Not six quotes to sift. We negotiate on your behalf; you deal with the builder directly. Builders pay us, only once you sign.

What you get, and what it costs you

We are not a builder, we do not manage your build, and we do not hold your money.

Illustrative. We do not publish project photography until a builder we have checked gives us one of their own — so this is not a build of ours and not a house in Apollo Bay.

Questions about building in Apollo Bay

What is a Public Acquisition Overlay?

The Victorian instrument for land a public authority intends to buy for a future purpose — a road, drainage, open space or a utility. A permit is generally needed for buildings and works, and a proposal inconsistent with the intended purpose is unlikely to succeed.

How do I find out who wants the land?

The schedule names the acquiring authority. PO2 identifies it, and that authority — not the council — is who can tell you the timeframe, whether the land is still wanted and whether acquisition is programmed or indefinite. Ask them directly.

When should I check for it?

Before an offer. The answer is binary for the parcel it touches and irrelevant for every other one, nothing about the land looks different, and it is a mapped search that takes minutes. It belongs with the contract rather than with the design.

What zones are mapped in Apollo Bay?

General Residential Schedule 1, Low Density Residential and Neighbourhood Residential Schedule 1. NRZ1 is Victoria's most restrictive residential zone, with a maximum height that is generally mandatory — no merit argument is available against it.

Which council covers Apollo Bay?

Colac Otway Shire, not Surf Coast Shire which covers Torquay, Jan Juc, Anglesea, Aireys Inlet and Bells Beach. Different scheme and different schedules — a DDO schedule here is a different document from one up the coast.

What to ask a builder about a block in Apollo Bay

Each one is here because of something mapped in Apollo Bay. Take them to whoever quotes.

  1. 01

Which of the 3 residential zones mapped in Apollo Bay covers this address, and what does that one permit that the others do not?

  2. 02

What bushfire attack level have you built to in Apollo Bay before, and what did it change in the glazing, decking and screening?

  3. 03

Have you had an application through Colac Otway where a heritage control applied, and how long did the assessment take?

No catch

What you are agreeing to

  • Nothing. There is no contract with us, no account to create, no card, and nothing to cancel.
  • No obligation to use whoever we recommend. Take the name and the reasoning and do what you like with it, including nothing.
  • No phone number needed to start. Give us one if you want to be called; otherwise we write.
  • One builder contacts you, not six. And only after you have seen the brief and said yes.
  • Your details go to that builder and nobody else. Never sold, never auctioned, never shared with a panel.
  • If we have nobody in Apollo Bay, we say so. That is a real answer we give, and the empty builder list above is the proof we mean it.
