What building in Ainslie actually involves
Ainslie is one of Canberra's oldest suburbs and its zoning shows it: only two residential zones, RZ1 Suburban and RZ5 High Density Residential, with nothing in between. Almost the entire suburb is RZ1.
RZ1 and RZ5 with no middle
Most of Canberra's inner suburbs step through RZ2, RZ3 and RZ4. Ainslie does not. In practice that means the suburb is single dwellings, with apartment-scale land at the edges, and the medium-density options that exist elsewhere are simply not on the table here.
The lease is the document, not the title
Residential land in the ACT is leasehold. The Crown lease states what the block may be used for, and building something the lease does not allow requires a lease variation — a process with its own time and cost, separate from the development application.
Mount Ainslie brings the bushfire mapping
Part of Ainslie is inside the ACT's mapped Bushfire Prone Area at categories 1 and 2. Blocks backing onto Mount Ainslie Nature Reserve are where that concentrates, and a Bushfire Attack Level assessment there changes the external construction specification.
What to ask a builder
Ask whether what you want to build needs a lease variation, and how long that has taken them recently. Ask what BAL rating is priced in. And ask for recent approvals in an inner Canberra suburb rather than in the new districts.

Questions about building in Ainslie
What zone is Ainslie?
RZ1 Suburban across almost all of it, with RZ5 High Density Residential at the edges. There is no RZ2, RZ3 or RZ4 mapped — no medium-density middle.
What is a lease variation and will I need one?
ACT residential land is leasehold, and the Crown lease says what the block may be used for. Building something the lease does not allow needs a variation, with its own time and cost separate from the development application.
Is Ainslie bushfire-prone?
Part of it is inside the ACT’s mapped Bushfire Prone Area at categories 1 and 2, concentrating on blocks near Mount Ainslie Nature Reserve. A Bushfire Attack Level assessment there changes the external specification.
Can I build a dual occupancy in Ainslie?
That is an RZ1 question and it depends on the current Territory Plan provisions and your Crown lease. Settle both before paying for a design that assumes it.
Who approves building work in the ACT?
The ACT Government, under the Territory Plan. There are no councils in the ACT, so the process and the people are different from every other state.
