If a rebuild is the plan, the status of the existing house belongs in the feasibility rather than in the build programme.
Leasehold, and what the lease governs
ACT residential land is held under Crown lease. A single permitted purpose is written into that lease, and building anything it does not cover means applying to vary it: an approval in its own right, assessed on its own timetable. On an established suburb the common projects are a knockdown rebuild or a substantial extension, and the lease decides whether what you intend is available before any drawing is worth commissioning.
Two zones
Two residential zones cover Aranda: RZ1 Suburban and RZ2 Suburban Core. The step between them is real — RZ2 is applied around local centres and contemplates forms the standard suburban zone does not. The zone under an address sets your scope; the zone across the fence sets what may replace the house opposite.
