Home builders in Hawthorn
A builder’s licence is permission to trade. It is not a solvency test. 2,361 construction companies entered external administration last financial year, more than any other industry in the country — and no regulator checks whether the one quoting your Hawthorn job can still pay its framer on Friday. We run the Four-Point Builder Check™: licence with Building and Plumbing Commission, insurance sighted, still trading, and genuinely working in Hawthorn. Then one name and the reasoning behind it — or a straight no.
- Costs you nothing, ever
- No obligation to use them
- Details never sold
Why this is harder than it looks in Hawthorn
- Hawthorn is not a generic block
Mapped here: 7 residential zones, 10 overlay families, 298 heritage records. A builder who prices the house and discovers the site is a builder whose quote moves — and the variations land on you, not on them. The ones who work Hawthorn regularly already know which of these reach which streets.
- A current licence tells you nothing about solvency
Every one of the companies behind that figure held a valid licence the day before it failed. The certificate on the wall says they are permitted to build. It does not say they can pay their framer on Friday.
What building in Hawthorn actually involves
Hawthorn carries 298 heritage records and seven residential zone schedules — the heaviest heritage load of any Boroondara suburb we have mapped, alongside a wide zoning spread. Those two facts pull in opposite directions, and that tension is the whole planning story here: parts of Hawthorn are mapped for substantial redevelopment, and parts of it cannot have a window changed without an assessment.
Seven schedules is not a detail
GRZ2, GRZ3, GRZ4, NRZ3, RGZ1, RGZ2 and a Mixed Use Zone are all mapped in Hawthorn. Each schedule sets its own height, garden area and setback provisions, so two blocks in the same suburb — sometimes the same street — carry genuinely different rules. Any figure quoted for "Hawthorn" without a parcel attached to it is a guess. This is the single most common way a Hawthorn feasibility goes wrong.
Two residential growth zones
Hawthorn is one of only four Boroondara suburbs mapped with a Residential Growth Zone, and the only one carrying two RGZ schedules. RGZ is the zone that contemplates apartments and substantial scale, and it clusters around Glenferrie and the transport spine rather than spreading through the residential streets. If you are assessing a site for anything beyond a house, the RGZ boundary is the first line to find.
Heritage at 298 records
The Heritage Overlay is mapped extensively here. It operates on both individual places and precincts: a precinct listing assesses new work against the established character of the group, so a house of no individual interest inside one is still subject to it. In Hawthorn, with this density of mapping, assume the check is necessary rather than hoping the block falls outside.
Built Form and Design and Development Overlays
Hawthorn also carries a Built Form Overlay and a Design and Development Overlay. These set built form outcomes — height, street wall, setbacks above a podium, sometimes materials — independently of the zone. Where they stack on top of a heritage precinct and an RGZ schedule, the design problem is genuinely three-dimensional and it is not a job for a builder who works estate lots.
Flooding, which surprises people
A Land Subject to Inundation Overlay and a Special Building Overlay are both mapped in Hawthorn. LSIO reflects riverine flooding from the Yarra system; SBO reflects overland drainage flows from the council's stormwater network. Either sets a minimum floor level and can require a drainage assessment, and SBO in particular reaches blocks nowhere near open water. On an inner-eastern rebuild this is one of the more common late surprises.
Environmental Audit Overlay
Hawthorn carries an Environmental Audit Overlay, which applies where land has a history of potentially contaminating use and is proposed for a sensitive use such as housing. Where it applies, an environmental audit is required before the sensitive use may commence — a real cost and a real programme item, and one that is settled before design rather than after.
What a Hawthorn project should establish first
The zone schedule at the address, because twelve are in play and they are not interchangeable. Then whether a heritage place or precinct reaches the block. Then the overlays that set built form and floor level. A builder who asks for the property report before quoting is doing the right thing; one who quotes from the suburb name is pricing a different site.
What you are dealing with in Hawthorn
Six things a builder prices differently. This is the suburb-level picture — which of them reaches your block is an address check.
- Bushfire Not mapped BAL assessment; glazing, decking and screening spec.
- Flood Mapped Sets a minimum floor level. Flood report first.
- Heritage 298 records Impact statement; limits demolition, form and materials.
- Slope Not mapped Geotech report before footings can be priced.
- Soil Not checked Not a planning overlay in Victoria; no statewide layer to read
- Density controls 7 zones What may be built, and how much. Set parcel by parcel.

The mechanism
The Four-Point Builder Check™
Every one of them is something you could do yourself. What we sell is that it has been done, dated and published — and repeated on a schedule, because a check that happened once is worth nothing.
- 01 · Licence
Looked up on Building and Plumbing Commission's own public register — number, class and status, with the date we looked recorded.
- 02 · Insurance
Public liability plus whatever warranty or indemnity cover VIC requires. Sighted by us, not self-declared on a form.
- 03 · Still trading
Solvency re-checked on a schedule. A licence stays current right up until the day a company fails.
- 04 · Works in Hawthorn
Confirmed with the builder against the suburbs they genuinely service — not a radius drawn on a map.
How this works
- 01Tell us about the build
Seven questions, about three minutes.
- 02We match it against Hawthorn
Against the 7 residential zones mapped here, 10 overlay families, 298 heritage records — and against which builders hold the right licence class for it, have done it before, and actually work under City of Boroondara.
- 03One recommendation, with the reasoning
Not six quotes to sift. We negotiate on your behalf; you deal with the builder directly. Builders pay us, only once you sign.
What you get, and what it costs you
- One builder, not a list
We read your brief against what is actually mapped in Hawthorn — 7 residential zones, 10 overlay families, 298 heritage records — and against which builders hold the right licence class, have built under these constraints before, and genuinely work under City of Boroondara. You get one name and the reasoning in writing.
- Or a straight no
The same business day you get one of two things: our recommendation, with the reasons — or a plain email saying we have not got a builder in Hawthorn we would put our name to yet, and what we are doing about it. No drip campaign, no being passed around.
- It costs you nothing, ever
The builder pays us, and only if you sign with them. You are never charged, and you are never under any obligation to use the builder we name. How the fee works.
We are not a builder, we do not manage your build, and we do not hold your money.
Fair questions before you send anything
- You have no builders listed in Hawthorn yet. What use is that?
A fair question, and the honest answer is that a list is not what we do. We do not publish a builder until the licence is checked, the insurance is sighted and we have confirmed they are still trading — so an empty list here means we have not finished that work in Hawthorn, not that we cannot help. Send the brief and we go and find one for your block. If we cannot, you get told that, the same day, rather than being added to a mailing list.
- Why not just get three quotes myself?
You can, and for a simple job you probably should. The difficulty on a block in Hawthorn is that quotes are only comparable when they assume the same things — and with 7 residential zones mapped here, two builders can price the same house against different assumptions about the site and both be quoting honestly. Sorting that out is the part we do.

Questions about building in Hawthorn
What zone is Hawthorn?
Seven residential zone schedules are mapped across Hawthorn, from Neighbourhood Residential Schedule 1 to Residential Growth Zone Schedule 2, plus a Mixed Use Zone. Which one applies to your block decides height, garden area and dwelling yield.
Is my Hawthorn house heritage listed?
Assume it might be until you have checked. 298 Heritage Overlay schedules intersect the suburb. Your house does not need to be individually significant for controls to apply, because overlays cover precincts as well as individual buildings.
Can I knock down and rebuild in Hawthorn?
Sometimes, and it is the question to settle before you spend anything on design. Where a Heritage Overlay applies, demolition itself requires permission and is frequently refused for a contributory building.
Does flooding affect Hawthorn?
Land Subject to Inundation and Special Building overlays are both mapped here, and they concentrate toward the Yarra. Whether they reach your block is an address question.
Why are Hawthorn quotes so far apart?
Because the zone schedule and the overlay set change street by street. Two builders quoting the same street can be assuming different heights, different garden area and a different approval path.
What to ask a builder about a block in Hawthorn
Each one is here because of something mapped in Hawthorn. Take them to whoever quotes.
