Storm tide hazard reflects modelled surge heights, the shape of the seabed offshore, the shelter a stretch of coast has, and the elevation of the land behind it. Those vary over short distances, which is why two beachfront suburbs can sit in different bands. The practical effect is on the level: a lower band generally means a lower nominated height, which flows through to the finished floor, to what may be enclosed underneath, and to whether a ground floor can be habitable.
