The trigger is the depth and volume of disturbance rather than the address, so a slab at natural ground level and a pool excavation on the same lot are different propositions. On river flats this is a routine check, not an exotic one.
Four zones, and one of them limits development outright
Low Density Residential, Medium Density Residential, Rural Residential and Limited Development (Landscape Residential) are all mapped.
