Two hundred and fifty square kilometres, and village-sized lots
The two bands mapped are 200–399.9 m² across 45 parcels and 100–199.9 m² across 26. Both are small. Across a locality of this size that tells you where the residential land actually is: a compact village settlement inside a very large rural and coastal area, with R2 Low Density and R5 Large Lot Residential the only zones mapped. Almost everything within the boundary is not a house block, and the parcels that are, are tight.

The archaeological and Aboriginal records are the ones that attach to ground disturbance rather than to appearance — and as our Moruya and Narooma pages set out, in New South Wales Aboriginal objects are protected whether or not they are mapped, so due diligence before excavation is accepted practice on any site here regardless of what a search returns.
Which puts three obligations on the same works
That is the practical shape of a Bodalla project. The acid sulfate class governs how deep you may go and what happens to the spoil. The archaeological items govern what excavation might disturb. The Aboriginal cultural heritage obligation governs ground disturbance independently of the mapping. All three land on the earthworks, none of them on the elevation, and all three are cheapest to resolve in the same week before a contract is unconditional. Commissioned late, they meet the machine instead of the drawing.
Two zones, and a great deal of neither
R2 and R5 are the only residential zones. R5 brings the acreage cost structure — driveway, service runs, machine access, and on unsewered land an on-site wastewater disposal area. On ground carrying acid sulfate mapping, siting that disposal area is its own question, because an effluent field works by wetting and drying soil and installing one means excavating into it.
Bodalla is Eurobodalla Council
Under the Eurobodalla LEP 2012, as are Narooma, Moruya and Batemans Bay. Bega and Bermagui sit with Bega Valley Council under a different instrument. Two councils across this coast, and the plans are not interchangeable.
