A declared Place is not the same as a conservation area
An Aboriginal conservation area is mapped in a council's local environmental plan, and development within one is assessed with regard to the Aboriginal cultural heritage values identified there. An Aboriginal Place is a declaration made under New South Wales heritage legislation over land of special significance to Aboriginal culture — it exists independently of the planning scheme that maps it, and the protections attach to the place itself. Where one is involved, the obligations and the consent pathway are not simply a clause in a development application.
And neither is the whole of the obligation

Due diligence before ground disturbance is accepted practice on any site regardless of what is mapped. The mapping tells you where the known values are; it does not define the extent of the obligation, and treating an empty search as a clearance is the mistake to avoid.
Fifty acid sulfate features
Fifty acid sulfate soil features are mapped across 44.25 km². Bega, inland in the same council, carries none. The trigger is depth, so a slab at grade often clears it while a pool, a lower level or deep service trenching often does not — and on a block where cultural heritage due diligence is also warranted, both govern the same works. Commission them together rather than in sequence, so the answers meet before the excavation strategy is set.
Three lot bands, spanning ten-fold
1,000–1,999 m² is mapped on seven parcels, 550–574 m² on six and 100–199.9 m² on five. That last band is very small for a coastal town and it sits in the same suburb as a band ten times its size. Which applies decides whether subdivision is arithmetic or impossible, and there is no way to infer it from the street.
Three parcels reserved for environmental conservation
Parts of Bermagui are reserved for future public acquisition as environmental conservation — land identified to be acquired and held for its environmental values, which our Charlestown page describes.
