What building in Cobblebank actually involves

Cobblebank is a new suburb, not an old one with gaps in it. It was gazetted by the Office of Geographic Names on 9 February 2017, and almost everything in it has been built since. That changes what you are actually buying: a lot inside a precinct plan, with staging, titling and developer design guidelines attached to it.

The plan governs more than the council does

Cobblebank sits inside the Toolern Precinct Structure Plan. The PSP sets the road layout, the lot pattern, the open space and the staging — so the question that matters early is not just “will council approve it” but “what stage is this land in, and when does it title”. Melton City Council completed a full review and refresh of the Toolern PSP and its Development Contributions Plan, gazetted as Amendment C232melt on 8 May 2026 — the first council in Victoria to do so.

Titling is the timeline risk, not the build

On a greenfield estate the build usually starts when the land titles, which is a developer milestone rather than a builder one. A fixed-price contract signed against an untitled lot can sit for months before a slab goes down, and price rises in that window are the single most common way a budget moves here. Ask the builder what happens to your price if titles slip.

What is already on the ground

Cobblebank railway station opened on 1 December 2019, 34.39 kilometres from Southern Cross on the Melbourne–Ballarat line. Cobblebank Stadium, a six-court indoor venue, opened in November 2021. The Cobblebank Metropolitan Activity Centre — roughly 100 hectares either side of Ferris Road and the railway line — is the planned town centre, and Melton Hospital is being delivered at 245–267 Ferris Road. Infrastructure that already exists is worth more to a build decision than infrastructure that is promised.

Questions about building in Cobblebank

Is Cobblebank a house-and-land area or can I build on my own block?

Overwhelmingly house and land. The suburb was gazetted in 2017 and is being delivered under the Toolern Precinct Structure Plan, so most lots come through an estate with design guidelines attached. Building on a block you already own here is possible but uncommon.

What is the Toolern Precinct Structure Plan and why does it matter to me?

It is the statutory plan that sets the street layout, lot pattern, open space and staging for the precinct Cobblebank sits in. It decides what can be built where, and it drives when your land titles. Melton City Council completed a full review of it, gazetted as Amendment C232melt on 8 May 2026.

Are there extra levies on a new lot in Cobblebank?

A Development Contributions Plan applies across the Toolern precinct to fund roads, drainage and community infrastructure. Ask your builder and your land contract which contributions are already in the land price and which are not — it is a common source of surprise.

What happens if my land doesn't title on time?

This is the main timeline risk on a greenfield estate. Titling is a developer milestone, not a builder one, and a fixed-price contract can expire while you wait. Ask in writing what happens to your price and your contract if titles slip by three, six or twelve months.

Is there anything actually built here yet?

Yes. Cobblebank station opened in December 2019, Cobblebank Stadium opened in November 2021, and Melton Hospital is being delivered on Ferris Road. The Cobblebank Metropolitan Activity Centre is the planned town centre around the station. Weigh what exists against what is still on a plan.

Do I need a builder who has worked in this estate before?

It helps more than people expect. Estate design guidelines, developer approvals and soil conditions vary between precincts, and a builder who has already delivered in Toolern will have the covenant and siting questions answered before they quote.
