The Significant Landscape Overlay then governs what vegetation can be removed — which on a treed semi-rural block is the same land the defendable space wants. These two have to be resolved together and at the address, because a design that satisfies one and ignores the other will not get a permit.

The Environmental Audit Overlay

Where it applies, a sensitive use such as housing cannot proceed until an environmental audit or a statement of environmental audit is provided. This is a specialist process with its own cost and its own timeline, and it is the overlay most capable of turning a purchase into a long wait.

Three zones

GRZ1, LDRZ and NRZ1 are mapped. The Low Density Residential Zone brings servicing questions that the general residential land does not — sewer cannot be assumed, and an on-site system needs a soil assessment and a sized land application area. The NRZ1 carries a mandatory maximum height and a minimum garden area.
