For a build the effect is direct: Excavation is judged on what the ground will carry, not on what has to be neutralised and carted away. A pool, a cut for a garage, or a deep footing is priced on difficulty rather than on disposal — which is a materially different conversation from the one you would have thirty kilometres east.

Two zones, and a village-scale height control
R2 Low Density Residential and R5 Large Lot Residential are mapped across 16.34 km². Maximum building height is 10 m on most mapped parcels, with 8 m appearing elsewhere, and a single minimum lot size band at 450–474 m².
The R5 land is where the servicing questions live: whether the parcel is sewered, what an on-site wastewater system would need, and how far power and water must be brought. On the R2 village land those questions mostly do not arise. Which applies is an address question.
