Suburbs where more than one planning instrument applies

Two parcels a street apart can be assessed against different rulebooks. Where that happens, naming the instrument comes before reading any control out of it.

23 of the 958 Australian suburbs published on this site are covered by more than one planning instrument. That is a count of our own published pages, not of every suburb in the country — the corpus grows, and this page is rebuilt with it. All are in New South Wales — the only state in this dataset whose published data names the governing instrument for a parcel, which is why this list can exist at all.

A suburb where a control varies still has one rulebook: you read a different value out of the same document. Where two instruments apply, the definitions, the permitted uses, the exempt and complying development pathways and the development control plan sitting beneath each one can all differ. So a control quoted without naming its instrument is not wrong so much as unattributed, and on these suburbs that makes it unusable. The boundary is not inferable from the ground, which is why it is confirmed at the address rather than estimated from which end of a suburb a block sits in.

9 of these suburbs are partly covered by a State Environmental Planning Policy precinct plan rather than by a second council plan. That is a different situation again: a precinct policy is written to deliver a planned transformation — land release, road and infrastructure corridors, staging — so provisions can be tied to a sequence, and a parcel's future zoning under the policy can differ from the zone it carries today.
