Home builders in Capel
A builder’s licence is permission to trade. It is not a solvency test. 2,361 construction companies entered external administration last financial year, more than any other industry in the country — and no regulator checks whether the one quoting your Capel job can still pay its framer on Friday. We run the Four-Point Builder Check™: licence with Building and Energy WA, insurance sighted, still trading, and genuinely working in Capel. Then one name and the reasoning behind it — or a straight no.
- Costs you nothing, ever
- No obligation to use them
- Details never sold
Why this is harder than it looks in Capel
- Capel is not a generic block
Mapped here: 3 residential zones, 10 overlay families, 15 heritage records, bushfire-prone land. A builder who prices the house and discovers the site is a builder whose quote moves — and the variations land on you, not on them. The ones who work Capel regularly already know which of these reach which streets.
- A current licence tells you nothing about solvency
Every one of the companies behind that figure held a valid licence the day before it failed. The certificate on the wall says they are permitted to build. It does not say they can pay their framer on Friday.
What building in Capel actually involves
Four endorsed structure plans cover land in Capel, and between them they plan for 701 lots and 701 dwellings. That the two numbers are identical is not a rounding coincidence — it is a statement about what is being built here, and it is the most informative thing in the record.
One dwelling per lot means conventional subdivision
Structure plans usually plan for more dwellings than lots, because some lots are laid out for grouped dwellings, units or a medium-density parcel. A plan that anticipates exactly one dwelling per lot is planning detached houses on individual titles, with no multi-dwelling component. For a buyer that settles several things at once: the streets being created are single-house streets, the land beside you is not going to carry three dwellings, and the product on offer is a house-and-land proposition rather than anything denser. It also means the lot count is the dwelling count, so a stage of forty lots delivers forty homes and no more.
What that does not settle
It does not settle timing. Our Australind page sets out what buying off a structure plan involves — a lot sold before titles issue, a contract conditional on registration, and a timeline belonging to the developer and the authorities rather than to you. Four plans across 66.35 km² means a reasonable chance a greenfield parcel here sits in one, and which stage it sits in is the question that governs when you can start.
Three split codes, and they are not the same pair
Capel is coded R2.5 to R60, and three of those codes are written as pairs: R10/15, R10/30 and R25/30. In each case the lower figure applies by default and the upper only where the scheme's criteria are satisfied. What is worth noticing is that the pairs differ. R10/15 is a modest step; R10/30 is a threefold one. The size of the gap tells you how much is riding on whether the criteria are met, and on an R10/30 parcel that question is worth answering before a contract rather than after.
General industry, mapped in the locality
Among the non-residential zones here are both General industry and Light industry. The distinction matters for a neighbour. Light industry anticipates uses compatible with nearby residential land — workshops, small-scale manufacturing, service trades. General industry does not carry that qualification: it is the zone for uses that need separation from sensitive land, which is why it is usually placed away from housing. Where it appears in the same locality as residential land, the distance between the two is the thing to check, and it is a map question rather than a judgement.
Three residential zones
Mixed Use Residential, Residential and Urban development are mapped, with Mixed Use Residential the most common. Urban development defers the rules to a structure plan, which is consistent with four plans covering land here. Which of the three applies decides whether the scheme map or a plan is the document that answers your question.
Three bushfire areas
Three designated Bush Fire Prone Areas are mapped, against five in Boyanup and seven in Eaton. Where a block is inside one, a Bushfire Attack Level assessment sets the construction standard, and on a structure-plan lot the assessment should be for your lot rather than a figure applied across a release.
What to establish on a Capel block
Whether the parcel sits inside one of the four structure plans, and if so which stage — that governs when you can build. Then the R-code, and if it is a pair, what unlocks the upper figure and whether the gap is worth pursuing. Then the distance to the General industry land. Then the bushfire assessment for the specific lot.
What you are dealing with in Capel
Six things a builder prices differently. This is the suburb-level picture — which of them reaches your block is an address check.
- Bushfire Mapped BAL assessment; glazing, decking and screening spec.
- Flood Mapped Sets a minimum floor level. Flood report first.
- Heritage 15 records Impact statement; limits demolition, form and materials.
- Slope Not checked No Western Australian scheme maps landslip as a special control area, and there is no statewide layer
- Soil Not checked DWER publishes acid sulfate risk as regional map sheets, not one statewide layer we can read a blank from
- Density controls 3 zones · R2.5–R60 What may be built, and how much. Set parcel by parcel.

The mechanism
The Four-Point Builder Check™
Every one of them is something you could do yourself. What we sell is that it has been done, dated and published — and repeated on a schedule, because a check that happened once is worth nothing.
- 01 · Licence
Looked up on Building and Energy WA's own public register — number, class and status, with the date we looked recorded.
- 02 · Insurance
Public liability plus whatever warranty or indemnity cover WA requires. Sighted by us, not self-declared on a form.
- 03 · Still trading
Solvency re-checked on a schedule. A licence stays current right up until the day a company fails.
- 04 · Works in Capel
Confirmed with the builder against the suburbs they genuinely service — not a radius drawn on a map.
How this works
- 01Tell us about the build
Six questions, about three minutes.
- 02We match it against Capel
Against the 3 residential zones mapped here, 10 overlay families, bushfire-prone land, growth-area status — and against which builders hold the right licence class for it, have done it before, and actually work under Shire of Capel.
- 03One recommendation, with the reasoning
Not six quotes to sift. We negotiate on your behalf; you deal with the builder directly. Builders pay us, only once you sign.
What you get, and what it costs you
- One builder, not a list
We read your brief against what is actually mapped in Capel — 3 residential zones, 10 overlay families, 15 heritage records — and against which builders hold the right licence class, have built under these constraints before, and genuinely work under Shire of Capel. You get one name and the reasoning in writing.
- Or a straight no
The same business day you get one of two things: our recommendation, with the reasons — or a plain email saying we have not got a builder in Capel we would put our name to yet, and what we are doing about it. No drip campaign, no being passed around.
- It costs you nothing, ever
The builder pays us, and only if you sign with them. You are never charged, and you are never under any obligation to use the builder we name. How the fee works.
We are not a builder, we do not manage your build, and we do not hold your money.
Fair questions before you send anything
- You have no builders listed in Capel yet. What use is that?
A fair question, and the honest answer is that a list is not what we do. We do not publish a builder until the licence is checked, the insurance is sighted and we have confirmed they are still trading — so an empty list here means we have not finished that work in Capel, not that we cannot help. Send the brief and we go and find one for your block. If we cannot, you get told that, the same day, rather than being added to a mailing list.
- Why not just get three quotes myself?
You can, and for a simple job you probably should. The difficulty on a block in Capel is that quotes are only comparable when they assume the same things — and with 3 residential zones mapped here, two builders can price the same house against different assumptions about the site and both be quoting honestly. Sorting that out is the part we do.

Questions about building in Capel
What does it mean that Capel plans 701 lots and 701 dwellings?
That the structure plans anticipate exactly one dwelling per lot — detached houses on individual titles, with no grouped-dwelling or medium-density component. The streets being created are single-house streets, and a stage of forty lots delivers forty homes.
Are there split codes in Capel?
Three — R10/15, R10/30 and R25/30. The lower figure applies by default in each case. The pairs differ in how much is at stake: R10/15 is a modest step where R10/30 is threefold, so on the latter the criteria question is worth answering before a contract.
Is there industry near the housing?
Both General industry and Light industry are mapped in the locality. Light industry anticipates uses compatible with nearby residential land; General industry is for uses needing separation from sensitive land. The distance between the two is a map question worth checking.
What zones are mapped here?
Mixed Use Residential, Residential and Urban development, with Mixed Use Residential the most common. Urban development defers the rules to a structure plan, which is consistent with four plans covering land in the locality.
Is Capel bushfire prone?
Three designated Bush Fire Prone Areas are mapped, against five in Boyanup and seven in Eaton. Where a block is inside one, a Bushfire Attack Level assessment sets the construction standard — and on a structure-plan lot, insist the assessment is for your lot.
