R4 High Density is the one that makes this unusual — it is uncommon outside major centres, and its presence tells you the town has been planned to take apartment-scale development in specific places while keeping rural-residential land at the other end of the same suburb. For a homeowner the practical consequence is that "what can be built in Tuncurry" has five different answers and the one that applies to you is decided by which zone covers your parcel, not by the town.

That catches people out when they compare builders or precedents across the area. One council does not mean one set of rules here. When a builder tells you what was approved on a job "just up the road", it is worth asking which instrument it was approved under.

The conservation area is still worth checking against your own address, because it applies inside its boundary whether or not your building is listed. On a town with an R4 zone in it, the interface between a conservation area and land zoned for height is exactly where design arguments happen.
