Fifty-one square kilometres is the first thing to absorb

Albion Park, Albion Park Rail and Blackbutt are all Shellharbour Council under the Shellharbour Local Environmental Plan 2013. Different consent authority, different development control plan, different contributions, different lodgement process. A builder who works the Illawarra constantly may have lodged very little in Shoalhaven, and it is a fair question to ask directly.
