Power may need extending rather than connecting. Water may mean tanks. None of those are quoted by your builder, and all of them arrive late if nobody asks early.
Distance is the other consequence. On a locality this size, a builder is pricing travel for every trade on every visit, plus the run from the street for concrete and materials. Ask whether that sits in the contract sum or in provisional items.
